Clusters as a Mechanism for Solving Socio-Economic Problems of Post-Conflict Ukraine

The purpose of the article was to analyze the cluster strategy in various countries of the world and to highlight the legal instruments that can be used in the process of creation and operation of clusters in Ukraine, taking into account the existing post-conflict socio-economic problems. The research methods used were: analysis, synthesis, consistency, comparison, generalization and prognosis, etc. The main models of cluster development in the world practice are analyzed. The characteristics of the state strategy in the field of regional clustering in the USA, Canada, Italy, Germany, Austria, France, Finland, Japan and China are studied. The authors focused on the legal instruments used in the process of creation and operation of clusters in different countries of the world, which it is advisable to borrow and implement in the Ukrainian legislation. Finally, the following problems of cluster creation in Ukraine have been identified: the lack of a legislative framework; a state strategy to support clusters, as well as incentives for investors. It is concluded that clusters in a difficult socio-economic situation in Ukraine should help to attract investments and develop the economy of regions affected by hostilities.
Institutional and Legal Mechanisms for Combating Organized Crime

The scientific article examines the theoretical-legal and institutional-legal foundations for combating organized crime in the context of globalization, digitalization, and wartime challenges. It analyzes contemporary models of organized criminal structures, their transformation into network forms, and their impact on national and international institutions. International standards, including the United Nations Convention against Transnational Organized Crime, as well as European Union and U.S. practices of comprehensive counteraction, are considered. The article highlights prospects for improving the national legal system through the integration of criminal law, procedural, and preventive mechanisms, the development of interagency coordination, and the application of foreign experience within the framework of European integration.
Сriminal procedural mechanisms for investigating crimes in the construction sector: current issues of proof and methodological approaches to their resolution

This scientific study is dedicated to a comprehensive analysis of criminal procedural mechanisms for investigating crimes in the construction sector of Ukraine. The relevance of the chosen topic is due not only to the key role of the construction sector in the state's economy, which generates a significant part of the GDP and provides employment, but also to the high level of corruption risks, technological complexity of processes, specificity of legal relations, and significant financial volumes, all of which create a fertile ground for various criminal manifestations. These offenses not only undermine the investment climate and trust in state institutions but also pose a direct threat to the safety of citizens, who are the ultimate consumers of construction services, and cause significant economic losses. Objective. The research aims to comprehensively identify and in-depth analyze current problems of proof in criminal proceedings related to crimes committed in the construction sector of Ukraine, as well as to develop scientifically substantiated, practically applicable methodological approaches for their effective resolution. To achieve this goal, the following tasks were set: to analyze current criminal procedural legislation and special regulatory legal acts, to study relevant judicial practice, and to develop comprehensive recommendations for improving investigative and evidentiary activities.
Social and economic factors of criminal offenses in transport security

This scientific article is devoted to a deep and comprehensive analysis of the social and economic factors that significantly influence the dynamics and nature of criminal offenses in the field of transport security in Ukraine during the period 2020-2025. The work presents generalized conclusions and a detailed overview of statistical data illustrating key changes in the structure and dynamics of transport crimes. Special attention is paid to studying the impact of the armed conflict that began in 2022 on the criminogenic situation in the transport sector, highlighting new challenges and peculiarities that arose as a result, including the increasing number of thefts, looting, and illegal transportation of goods in frontline areas, as well as the activation of criminal groups that exploit complicated logistics and the security situation for their purposes. The study examines how changes in the social environment caused by the war, such as forced displacement, the breakdown of social ties, and psychological tension, contribute to the increase in crime levels in transport. Within the study framework, key determinants of crime in the transport sector have been identified and systematized, including unemployment, migration processes, social stratification, and changes in the economic conjuncture. It analyzes how rising unemployment and declining living standards push specific segments of the population to illegal actions in transport, and how migration flows create new conditions for criminal groups, including cross-border crime and human trafficking. The impact of the shadow economy and corruption schemes on increasing transport crime is examined particularly by creating favorable conditions for smuggling, illegal arms and drug trafficking, and illicit passenger and cargo transportation. Emphasis is placed on identifying regional peculiarities of these factors' manifestation, considering geographical location and the degree of impact by military actions. Based on the results, a set of practical measures to counteract and prevent these offenses is proposed, which can be implemented at both the legislative and practical levels.
Запобігання злочинам у сфері транспорту через вдосконалення містобудівного планування

The article investigates the relationship between urban planning features and the crime level in Ukraine's transport sector. The research results showed that despite the development of technical security means and strengthened law enforcement control, the effectiveness of crime prevention remains insufficient. In this regard, the necessity of a systematic approach is substantiated, which includes architectural and planning solutions as an integral element of a preventive strategy. Based on the analysis of international experience and adaptation of the "Crime Prevention Through Environmental Design" concept to Ukrainian realities, the authors reveal the potential of urban planning tools in forming a safe transport environment. It is important to note that special attention is paid to lighting transport hubs, organizing pedestrian flows, visual surveillance, and creating open spaces that promote natural supervision. The authors analyze the legislative support for integrating security principles into urban planning and identify gaps in the regulatory framework. Additionally, the paper presents the results of sociological research on the perception of transport infrastructure safety by different population groups, allowing for consideration of the needs of the most vulnerable categories of transport users. It was found that the authors proposed a model for assessing transport infrastructure's safety, including quantitative and qualitative indicators. Thus, using several Ukrainian cities as examples, the possibilities of applying the developed recommendations are demonstrated, and the potential socio-economic effect of their implementation is calculated. On the other hand, the article contains specific proposals for improving state building codes, mechanisms of public control, and stimulating private investment in secure infrastructure. At the same time, the research materials can be used in developing urban planning documentation, improving educational programs for training specialists in urban planning and transport planning, and forming strategies for the sustainable development of settlements in Ukraine. However, it should be taken into account that the effectiveness of the proposed measures depends on a comprehensive approach to their implementation.
Prevention of criminal offences in the field of transport infrastructure operation

The article proposes promising guidelines and original solutions for determining a modern strategy for preventing criminal offenses in the field of transport infrastructure operation both at the conceptual level and at the level of torts against road safety and the operation of vehicles. The authors formulate the concepts of transport infrastructure and transport safety. It is noted that the Criminal Code of Ukraine in various sections contains socially dangerous acts related to the field of transport infrastructure operation.
Key international legal acts in the field of road safety: classification and application peculiarities

The article is devoted to a comprehensive analysis of the main international legal acts in road safety, their classifi cation, and the features of their application in modern conditions. The system of international documents regulating road safety is sues, including UN conventions, European agreements, resolutions, and action plans of international organizations, is investigated. The effectiveness of implementing international standards in countries with different levels of economic development is an alyzed, and the main challenges facing the global road safety system are identified. Particular attention is paid to the analysis of statistical data for 2020–2025, which demonstrates global trends in road traffic injuries and the effectiveness of applying international legal instruments.
Міжнародно-правове регулювання перевезення небезпечних вантажів

Глобалізація міжнародної торгівлі та зростання обсягів транспортування небезпечних вантажів різними видами транспорту створюють підвищені ризики для життя і здоров’я людей, навколишнього середовища та інфраструктури.  Аварії під час перевезення таких вантажів можуть спричинити катастрофічні наслідки, що виходять за межі кордонів окремих держав. Це зумовлює необхідність ефективного  міжнародно-правового регулювання, гармонізації та уніфікації нормативних вимог до перевезення небезпечних вантажів у світовому масштабі.
Digital technologies and modelling for enhancing supply chain efficiency in international road transport

International road transport is a critical part of international supply chains, and it faces issues like increasing costs, environmental regulations, and unevenly developed infrastructure. The emergence of new digitalisation opportunities for logistics processes creates excellent opportunities to enhance transport efficiency and flexibility; therefore, research in this area is very relevant. The study investigates the influence of digital technologies such as the Internet of Things, digital twins, and artificial intelligence on the optimisation of international road transport.

Through meticulous statistical analysis of data from the past five years, the research reveals significant trends and patterns in transport offenses, highlighting problematic areas and potential intervention points.
