Item type:Наукова стаття, Legal regulation of environmental protection and climate change mitigation to ensure sustainable economic development(2024) Zemko, AllaIn view of the globalisation of sustainable development and environmental protection, the optimization of the legal regulation mechanism in the field of environmental protection, based on the principles of public administration and the priority of greening all spheres of life, is an urgent issue nowadays. The purpose of the academic paper is to analyse the issues of legal regulation of Ukraine’s “green” course development, to highlight the major trends and to identify promising areas for optimizing legal regulation in the area under study. It has been proven that the conceptual fundamentals of the administrative and legal mechanism for achieving the goals of sustainable environmental development are positioned in the functionality of elaboration and practical implementation of regulations on environmental issues on the basis of publicity of publicity and transparency, accompanied by the intensification of digitalization processes. The necessity of prevention of financial risks and introduction of effective mechanisms of ensuring socioeconomic security is proved. The purpose of the article was to study the conditions for ensuring Ukraine’s foreign economic activity through the influence of economic diplomacy and to identify tools for defending the country’s national economic interests on the world stage. The methodological basis of the study was the tools of historical and logical approaches, analysis, statistical and graphical methods. The article examined the theoretical and conceptual foundations of economic diplomacy, namely: the essence and importance of economic diplomacy in international economic relations were characterised; economic diplomacy as an element of the system of management of the country’s foreign economic activity was studied; the mechanism of achieving national competitiveness through economic diplomacy was outlined. The Ukrainian experience of functioning of the economic diplomacy mechanism was analysed, in particular: the analysis of economic diplomacy in the system of national economic security of Ukraine, the analysis of institutional support for the implementation of Ukraine’s foreign economic potential. A new paradigm of economic diplomacy of Ukraine was also developed to ensure competitive advantages: the main prospects of economic diplomacy in the context of Ukraine’s European integration course were identified, the possibility of increasing Ukraine’s international competitiveness through economic diplomacy mechanisms was substantiated. The important role of subordinated debt as a component of the bank`s equity capital is determined. The dynamics of changes in the total subordinated debt and the capital adequacy ratio in the banking system of Ukraine in the crisis conditions of the war, which results in instability of financial markets, is studied. The special role of subordinated debt in the process of ensuring the financial stability of commercial banks and increasing their capitalization is noted. The need to enhance the ability of banks to attract hybrid instruments for increasing their regulatory capital is determined.Item type:Наукова стаття, Public debt management in the fiscal policy system from the point of view of global socio-economic challenges(Одеса : Гельветика, 2025-04) Polishchuk, VadymThe article examines key aspects of public debt management within the framework of fiscal policy, taking into account global socio-economic challenges. It is determined that approaches to debt obligations, especially in martial law, require adaptation in terms of resource mobilization and optimization of the debt structure. The study confirms that excessive dependence on external loans increases financial risks. It is investigated that a strategic approach should prioritize financing diversification, development of the domestic bond market and reduction of short-term debt. It is found that the main risks include high interest rates, currency fluctuations and the need to finance the budget deficit. A comparative analysis of global debt policy is conducted, identifying best practices for Ukraine. Solutions are proposed for debt restructuring, the issuance of reparation bonds and the promotion of green financial mechanisms.
