    Fiscal stability index in the context of financial policy: current challenges of Ukraine's post-war reconstruction

    The research examines indicators of fiscal stability by studying Ukraine's financial policy during military aggression and European integration using foreign examples. The purpose of the study is to analyze macroeconomic stability by examining indicators of the budget deficit, total public debt, and periodically adjusted budget balance. The intense concentration of financial resources has proven to have helped support the country’s defense capabilities. It analyzes the main threats to financial stability, which constitute long-term solvency risks. In the long run, the expected bankruptcy requires systemic reforms in the area of taxation and public financial management. The evaluation of international aid demonstrated its key role in maintaining macro-financial stability. At the same time, it was noted that over-reliance on international financial resources created risks for future financial independence. The identified needs of European integration demonstrated the importance of harmonizing Ukrainian fiscal policy with the principles of transparency, responsibility, and accountability. The need to digitize budgetary processes was demonstrated, 1and the need to implement European practices in public debt management was confirmed. An analysis of European legislation from EU member states showed that fiscal discipline and stable rules allow for crisis resilience. It has been confirmed that the adaptation of Ukraine's approaches to EU debt sustainability criteria will ensure greater predictability of fiscal policy in the post-war context. The formulated conceptual approaches have shown that postwar financial strategy should combine economic recovery with the modernization of major financial institutions. The budget stability index can be used to highlight the dynamics of the gradual strengthening of the financial system. It has been proven that public investments, public-private partnership mechanisms, and tax incentives are the basis for restoring confidence in public finances and laying the foundations for sustainable economic development.

    Innovative mechanisms for regulating the social welfare of refugees: demographic collapse or sustainable development

    The economy of Ukraine during the period of war experienced significant losses not only economic but also social, environmental, and informational. As a result, difficulties arise, and an imbalance is formed in the development of its structural elements. Due to the sharp increase in the outflow of human resources from Ukraine, it is on the brink of demographic collapse, which may lead to the disruption of development processes. Before the war, there was a significant population decline in Ukraine, and migration exacerbated the demographic crisis by more than 9 million people. Considering the fact that only 10% of refugees return to the country, such a situation has a destructive impact on achieving sustainable development goals. One of the tools that would contribute to achieving sustainable development goals through establishing constructive dialogue between business, government, education, and society is the construction of innovative mechanisms for regulating the social welfare of refugees. They are capable of ensuring the recovery of Ukraine’s economy, preventing demographic collapse, and ensuring the sustainable development of society. The purpose of the research is to develop mechanisms for regulating the social welfare of refugees on innovative principles. The research tasks include assessing the demographic situation in Ukraine, analyzing the level of migration before and after the war, studying the level of social welfare, determining the components of innovative mechanisms for regulating business social welfare, and the stages of their implementation. Based on this, conclusions are drawn that Ukraine has exhausted the potential for demographic growth, with a low share of the working-age population, high mortality among adults, significant migration flows, uneven population distribution across the country, and a worsening environmental situation. With the deepening of these processes, the Ukrainian economy faces demographic collapse rather than achieving sustainable development goals. One of the ways to prevent demographic collapse is to develop measures that would increase the level of social welfare. It is proposed that innovative mechanisms be used to regulate the social welfare of refugees. They rely on innovations in business, regulatory, administrative, social, and informational mechanisms for regulating social welfare. Seven stages of implementing innovative mechanisms have been identified, based on choosing the optimal strategy for improving the welfare of refugees in terms of labor, non-material, material, natural, and informational resources.

    Digital Transformation to the Efficiency and Sustainability of Cities

    The article discusses the importance of digital transformation in achieving increased efficiency and sustainability of cities in the modern world. The main objective of the work is to explore the potential of digital transformation, assess the institutional prerequisites for its development, the concept of smart cities, trends, challenges, and vectors of digital transformation development, and its impact on enhancing the efficiency and sustainability of cities. The relevance of addressing the stated problem lies in the fact that urban population growth, changes in the economy, technological progress, and environmental issues pose complex challenges for cities, and digital technologies can provide solutions for managing transportation, energy supply, waste management, and improving access to information and services for residents. This publication highlights key aspects of transformative changes and digital integration processes, the role of information and communication technologies in public life. An attempt has been made to provide a systematic exposition of the main advantages of using information and communication technologies as a tool for shaping a smart society, implementing the concept of a smart city, and democratic state development. It is found that the main challenges on the path of digital transformation include the lack of a unified approach at the state and local levels, unsatisfactory development of digital infrastructure, inadequate level of automation and digitization of government services, lack of digital literacy among the population and local government officials, and the presence of digital «Inequality» among the population. The research concludes that the use of advanced digital technologies can be a key tool in achieving the strategic development goals of cities, particularly in the context of Sustainable Development Goals.

    The evolution of international logistics in the era of globalisation: opportunities and challenges for business operations

    The state of international logistics is closely related to political, economic, and technological changes that take place in the context of dynamic technological development, military threats, and, at the same time, integration of countries in search of partners. The article aims to highlight the main aspects and features of the international logistic development in the globalization context. The methodology included general scientific methods of studying the chosen research object (analysis, synthesis, grouping). The logistics productivity index is considered the leading indicator of the global logistics sector developmet in 2018-2023. The study’s results demonstrate the dependence of logistics development on several factors. In the leading countries, according to the Logistics Performance Index, the drivers of change are investments in infrastructure, transport networks, IT communications, technology, digital networks, logistics centres and hubs; logistics education and competence; government support and incentives for the sector; and a stable political and economic environment that fosters investment and innovation. The article highlights the main aspects and features of the international logistics development in globalization condition. The practical value ofthe study lies in highlighting the challenges faced by the logistics sector on a global scale in the context of technological shifts and military threats (the need for investment in maintaining logistics sustainability, changing supply chains, and rising delivery costs).

    Factors of Influence and Support for Increasing Efficiency of Air Transport Logistics Before and After COVID-19

    Spreading the COVID-19 pandemic caused a profound and long-lasting negative impact on the dynamics of air transportation of passengers and cargo, despite the priority role of aviation companies in the global economy. The pandemic also negatively affected the efficiency of air transport logistics, which necessitated a more in-depth analysis of the factors of influence on changes in its level. The study reveals a methodological approach that allows to make a sound assessment of internal and external factors of influence and, based on its results, to develop a system of organizational and economic solutions for improving the efficiency of air transport logistics. In the context of the above, the advantages of using the integral indicators method for analyzing the efficiency of aviation companies logistics are clarified. Based on the methods of selective observation and calculation of the system of relative and average values of changes in basic indicators, global trends in the development of aviation commerce are summarized and aviation companies that occupy leading positions in the provision of air transportation of passengers and cargo are identified. By synthesizing the methods of integral and point evaluation, the influence of sub-factors of external and internal logistics efficiency of the world's leading aviation companies for passenger transportation in the periods before and after COVID-19 was analyzed. It was found that the aviation industry has fully recovered after the spread of the COVID-19 pandemic in terms of dynamics and efficiency of air transport logistics. As proposals based on the research results, a system of goals, influencing factors and resource provision for increasing the efficiency of air transport logistics in the post-COVID period was specified.

    Features and trends in the development of HR management in Ukraine

    Ukrainian Human Resource (HR) practices have multiple difficulties from economic changes combined with digital transformation and workforce instability brought on by the war in 2022. The study examines Ukrainian HR practices between 2015 and 2024, focusingon the digitalization of HR systems, talent development, staff engagement, and hiring strategies. It considers the effects of organizational size and industry type. The study combined interviews with 30 HR professionals and surveyed 150 organizations fromdifferent industry groups and sizes. Our data required both quantitative statistical tests and manual content breakdown with codes. Research has shown significant differences between Information Technology (IT) and farming firms, as 89% of IT businesses have integrated artificial intelligence (AI)-powered HR tools. In comparison, only 15% of agricultural companies have adopted them. Small and medium-sized enterprises (SMEs) showed less commitment to digital transformation and European Union (EU) requirements than large enterprises, which adopted these systems at rates of 75% and 88%, respectively. Western Ukraine first established mental health initiatives during the crisis, and Eastern Ukraine moved toward decentralized administration. Digitalization assistance for small businesses, along with EU and local human resources frameworks, should form the basis of our suggestions. This research calls for flexible people management methods to boost the Ukrainian workspace’s ability to recover from shocks

    MODELLING OF NATIONAL ECONOMIC DEVELOPMENT IN THE CONTEXT OF ENSURING SUSTAINABLE DEVELOPMENT AND HUMAN CAPITAL PROGRESS

    The sustainable development of a national economy is a central concept in modern public governance, aiming to ensure a balanced interplay between economic growth, social equity, and environmental sustainability. This study seeks to develop theoretical and methodological approaches, alongside practical tools, for modelling and forecasting sustainable economic development. Particular attention is given to the role of human capital as a critical driver that enhances labour productivity, innovation capacity, and resource efficiency. The article highlights key challenges in implementing sustainable development models: the lack of integrated modelling frameworks, insufficient and low-quality data, the pace of global change, the absence of clear methodologies, and limited innovation activity. An econometric model is constructed to evaluate the impact of sus-tainability components on GDP as a core macroeconomic indicator. The model incorpo-rates economic, social, and environmental variables, emphasizing human capital as a mediating factor. Two-variable trend analyses are used to explore relationships between real GDP and selected indicators. The study identifies the most influential factors as the Consumer Price Index (%), State Budget Deficit (UAH million), Minimum Wage (UAH), Share of Renewable Energy in Total Supply (%), and Energy Consumption from Wind and Solar Sources (thousand tons of oil equivalent). Correlation and determination co-efficients are calculated to quantify these relationships. GDP forecasting is conducted using logarithmic, exponential, and power regression models. Based on the findings, the paper outlines strategic directions for promoting sustainable development in Ukraine, focusing on economic, environmental, and social dimensions through the ad-vancement of human capital. The research methodology combines a systemic and in-terdisciplinary approach, employing tools such as comprehensive factor analysis, stra-tegic planning, and econometric modelling using the Data Analysis and Regression toolkit.
