    The specifics of the transformation of the system of legal and social relations, which take place in the world under the influence of globalization and integration trends, results in a change of views on the essence of the theory of state and law, as new conditions change the principles of the legal mechanism of the state under the influence of supranational forms of socio-economic and legal integration, social systems. Therefore, the study of new principles and adaptation of existing ones, on the basis of which the theory of state and law is formed and developed as a basic mechanism that ensures compliance of the legal system of the state with universal principles of law and ensures their fixation in domestic law, promotes application in legal practice and serves as a criterion for defining the state as democratic and legal.

    Analysis of the socio-demographic state of rural areas in the system of their sustainable development: a case study of Ukraine

    In the article we have substantiated and conducted statistically assess the impact of the final results of economic activity on the current socio-demographic situation of rural areas in Ukraine. Based on the results of determining the influence of conditioned factors on the level of labour migration of the rural population in Ukraine, we have developed a regression equation. Also, based on the results of the study, we built two cartograms, comparison of which provides an opportunity to assess the dynamics of the formation of the total fertility rate in rural areas (per 1 woman) for 2016 – 2020. We built a cartogram that visualizes the results of grouping regions of Ukraine by natural increase, decrease population in rural areas of Ukraine. The results of our study provide an opportunity to confirm that in the context of Ukraine’s official accession to the European Union and the serious challenges of today, the Ukrainian state should perform the functions of regulating the most important spheres of society in general and rural areas in particular. The task of increasing the employment of the rural population should be raised to the level of state priorities, which would provide an opportunity to create new jobs for the rural population in industries that can provide the maximum competitive effect.

    Legal regulation of environmental protection and climate change mitigation to ensure sustainable economic development

    In view of the globalisation of sustainable development and environmental protection, the optimization of the legal regulation mechanism in the field of environmental protection, based on the principles of public administration and the priority of greening all spheres of life, is an urgent issue nowadays. The purpose of the academic paper is to analyse the issues of legal regulation of Ukraine’s “green” course development, to highlight the major trends and to identify promising areas for optimizing legal regulation in the area under study. It has been proven that the conceptual fundamentals of the administrative and legal mechanism for achieving the goals of sustainable environmental development are positioned in the functionality of elaboration and practical implementation of regulations on environmental issues on the basis of publicity of publicity and transparency, accompanied by the intensification of digitalization processes. The practical role of the research results is seen in the possibility of their use as recommendations for optimizing the legal support of Ukraine’s environmental policy in terms of adaptation of Ukraine’s national legislation to the European Green Deal.

    Designing digital higher education environments for information and digital competence development

    The article develops the content and justifies the features of professional training for specialists by creating a digital higher-education environment to develop their information and digital competence. The factors most influencing a student's level of information and digital competence are identified. The content of the digital environment of higher education is substantiated. The core idea of the experimental study is that our system for training future specialists in higher education, by creating a digital environment to develop students' information and digital competence, is an effective means of preparing competitive specialists. We, based on statistical analysis, have proven that the developed system of training future specialists of higher education by creating a digital environment for the formation of information and digital competence of students makes it possible to form a value component, a technological component, an activity component, and a reflexive component of the specified competence of future specialists. Thus, our experiment confirmed the study's hypothesis and demonstrated the effectiveness of the proposed system in developing the information and digital competence of future specialists.

In the manuscript we are substantiated and proved that at the present stage, assets are one of the most important factors of any production, their composition and efficiency directly affect the final result of the economic activity of the enterprise

    Formation of the natural resource economics in the system of environmental and economic security

    The article examines the modern specifics of the formation of the system of ecological and economic security and the construction of an effective economy of nature use in Ukraine. Modern concepts aimed at solving the problems of ecological and economic security in conditions of limited and depleted natural resources are considered. The problems of ensuring environmental safety in the business processes of modern enterprises have been identified. The methodological basis of the study of the problems of ensuring environmental safety and economic development was studied. It is proposed to apply greening of production as a priority direction of economic development to build an effective economy of nature use.

    Structural and risk-oriented determinants of the liquidity coverage ratio in the mechanism for ensuring the stability of the banking system of Ukraine

    The purpose of this study is to develop a dynamic econometric model for assessing the impact of structural, risk-oriented, and monetary factors on the formation of the Liquidity Coverage Ratio of the banking system of Ukraine under conditions of transformational shocks and structural restructuring of the financial sector. The main findings indicate that the level of the LCR is shaped by the configuration of the resource base, the structure of assets, the quality of the loan portfolio, the degree of capitalization, and the parameters of monetary policy. The principal conclusions suggest that the stability of the banking system is determined not by the mere maximization of liquidity per se, but by the structural optimization of balance sheet parameters within a controlled risk environment.

    Analysis of investment efficiency in the agricultural sector of Ukraine on the basis of sustainable development

    In the article we study the specifics of assessing investment activity in the agricultural sector of Ukraine's economy in terms of ensuring high efficiency of state regulation in this area. We have identified and substantiated the need for the use of special indicators to assess the impact of public policy on the investment process in agriculture in general and on the investment policy of agricultural producers. It is determined and substantiated that the most significant influence on the regulation of investment activity in the agricultural sector of Ukraine is exerted by the volume of state funding of investment management bodies and the level of financial incentives for investment. According to the results of the study, we substantiated the need to increase the efficiency of reforming the agricultural sector of Ukraine and the need and attraction of additional investment resources to ensure the implementation of the process of improving the functioning of agricultural producers in Ukraine.

    Banking liquidity risk management in Ukraine based on the application of digital and information technologies

    The article discusses the peculiarities of liquidity risk management in modern conditions. The advantages of the transition to the use of liquidity standards determined by the provisions of Basel III have been determined. The higher efficiency of the LCR and NSFR standards, compared to the liquidity ratios previously used by the National Bank of Ukraine, has been proven. The peculiarities of the dynamics of liquidity standards in the banking system of Ukraine in general have been determined. The specifics of the impact of modern information and digital technologies on bank liquidity risk management are considered. The process of digital transformation of the liquidity management system based on the application of digital software solutions for liquidity risk analysis and forecasting is considered.

    Features of banks` liquidity management in the context of the introduction of the LCR ratio in Ukraine

    The article considers the specifics of the introduction of the liquidity coverage ratio in the practice of commercial banks of Ukraine. The practice of liquidity regulation in crisis situations in the financial markets has shown that the old liquidity standards N4 and N5 do not fully meet the need to ensure the stability of commercial banks. At the same time, the application of the liquidity coverage ratio (LCR) to regulate liquidity, provides sufficient financial stability of banks by preventing and reducing liquidity risk. This requires additional research on the peculiarities of the transformation of approaches to bank liquidity management when changing mandatory liquidity standards. The peculiarities of changing the liquidity management tools under the application of the LCR standard are determined. At the same time, the introduction of the LCR standard not only contributes to the overall improvement of the bank's liquidity management efficiency, but also to the overall stability of the banking system.
