    Designing digital higher education environments for information and digital competence development

    The article develops the content and justifies the features of professional training for specialists by creating a digital higher-education environment to develop their information and digital competence. The factors most influencing a student's level of information and digital competence are identified. The content of the digital environment of higher education is substantiated. The core idea of the experimental study is that our system for training future specialists in higher education, by creating a digital environment to develop students' information and digital competence, is an effective means of preparing competitive specialists. We, based on statistical analysis, have proven that the developed system of training future specialists of higher education by creating a digital environment for the formation of information and digital competence of students makes it possible to form a value component, a technological component, an activity component, and a reflexive component of the specified competence of future specialists. Thus, our experiment confirmed the study's hypothesis and demonstrated the effectiveness of the proposed system in developing the information and digital competence of future specialists.

    Structural and risk-oriented determinants of the liquidity coverage ratio in the mechanism for ensuring the stability of the banking system of Ukraine

    The purpose of this study is to develop a dynamic econometric model for assessing the impact of structural, risk-oriented, and monetary factors on the formation of the Liquidity Coverage Ratio of the banking system of Ukraine under conditions of transformational shocks and structural restructuring of the financial sector. The main findings indicate that the level of the LCR is shaped by the configuration of the resource base, the structure of assets, the quality of the loan portfolio, the degree of capitalization, and the parameters of monetary policy. The principal conclusions suggest that the stability of the banking system is determined not by the mere maximization of liquidity per se, but by the structural optimization of balance sheet parameters within a controlled risk environment.

    Institutional evolution of international human rights protection mechanisms in the context of increasing global instability

    The article examines the institutional evolution of international human rights protection mechanisms in the context of increasing global instability. It is substantiated that the international human rights regime has evolved from predominantly declarative legal norms to a complex multilevel institutional system that integrates universal, regional, and national mechanisms for the protection of human rights. The effectiveness of international human rights institutions is determined by the institutional capacity to ensure their implementation. The findings indicate the need to strengthen coordination among different levels of the international human rights protection system and to enhance its adaptability to emerging global risks.

    SOCIAL EFFECTS OF GLOBAL FINANCIAL TURBULENCE: CHALLENGES FOR DEVELOPING COUNTRIES

    During 2020–2024, developing countries faced global financial turbulence caused by a cascade of exogenous shocks (COVID-19 pandemic, geopolitical crises, inflationary pressure), leading to a significant deterioration in social indicators and revealing an asymmetry of vulnerability compared to advanced economies. The purpose of the study is to assess the social effects of these crises, identify mechanisms that amplify or miti-gate them in developing countries, and develop social protection tools to minimize long-term consequences for human capital, poverty, and inequality. The article systematizes the main social consequences of global crises for developing countries. Analysis of differences in social responses and the influence of crisis type demonstrated higher vulnerability of developing economies due to limited fiscal space and weak protective institutions: pandemic shocks cause rapid increases in poverty and unemployment, debt/currency crises lead to prolonged deepening of inequality, while polycrises (with a geopolitical component) result in the most persistent losses accompanied by erosion of human capital. A comparative analysis was conducted of the impact of 2020–2024 shocks on poverty, unemployment, and Gini index indicators in advanced and developing countries, evaluating dynamics, growth rates, pre-and post-crisis averages, and a composite social vulnerability index. This confirmed the moderating role of social expenditures. A combination of methods was applied: content analysis and statistical data processing; descriptive, comparative, and index analysis; system-structural modeling; systemic and interdisciplinary approaches. A mechanism is proposed for strengthening global support instruments through the integration of financial resources and institutional-operational components to reduce long-term losses. Directions for anti-crisis social policy in developing countries (particularly Ukraine) are outlined: strengthening adaptive social protection, investment in hu-man capital, risk-oriented strategies, and sustainable financing aimed at rapid recovery, containment of poverty/inequality, and increased resilience to shocks.
