The main obstacles faced by the dairy industry during 2022 were associated with dairy farming decrease, production capacity loss, production costs increase, high competitive pressure, government dairy business support programs reduction. The article considers the planning logistics chains importance due to the dairy products peculiarities comparing other industrial products. Sustainable milk and dairy production, consumer balances achievement are important to ensure Ukrainian food security during the martial law. It is essential to use engineering management methods in dairy production in order to achieve the appropriate products quality under the transition to international dairy products quality standards terms. The production and export-import trends study made it possible to analyze the Ukrainian milk processing enterprises export potential to the EU, MENA, Asia, CIS countries, using effective logistics chains planning. It was determined that exports change in the geography contributes to the production leveling, which was excessive due to the large number refugees and internal migration. At the legislative level, a wide range of social services is proposed, which allows to ensure the individual needs of different population groups or individual citizens.The war affected various systems, including the system of social service provision. Under martial law, in order to support vulnerable population groups, local authorities are forced to act urgently and in a crisis. For this purpose, appropriate changes have been made at the legislative level, in particular, a simplified procedure for making a decision on the provision of social services and the procedure for their receipt have been proposed. Such an organization of work ensures that a decision on the provision of social services is made within one day. Also, local authorities, if necessary, can delegate the decision on the provision of social services directly to providers, which significantly reduces the time for providing assistance.The simplified procedure applies to various types of social services. During a state of emergency or martial law in Ukraine or its individual localities, a list of social services has been determined that can be provided urgently (crisis) to individuals or families who find themselves in a state of emergency due to life-threatening situations.If the recipient's need for other necessary social services is identified, the individual or family can apply to the appropriate organization for them. In addition, during a state of war or emergency, social service providers can involve not only specialists but also volunteers in their activities and provision of social services. It is extremely important for social professionals to be aware of these and other changes, as well as the peculiarities of providing social services in wartimeItem type:Наукова стаття, Management of the bank's credit portfolio under the conditions of the state of martial(Луцьк: ЛНТУ, 2023) Nikolaieva, AnzhelaThe article analyzes the peculiarities of the formation of credit portfolios of banks taking into account the influence of new global challenges, reveals the specifics of credit activity of banks in the conditions of the new reality, defines the main stages of credit portfolio management and the corresponding set of measures of the bank in the conditions of martial law with the aim of optimizing the credit portfolio and minimizing its risks. The main goal of the study is to identify peculiarities in the formation of the bank's credit portfolios, taking into account the impact of new threats, and to determine the main actions of the bank at various stages of credit portfolio management in order to optimize it and minimize risk under martial law. The systematization of literary sources and approaches to solving this problem showed that the issue of maintaining the appropriate level of quality of the loan portfolio in banks from the point of view of risks is constantly under the control of specialists and experts of the National Bank of Ukraine and is periodically studied by domestic and foreign scientists. However, there are still relevant issues that, in our opinion, require further research, in particular, the problem of increasing the efficiency of loan portfolio management under martial law conditions. The urgency of solving this scientific problem lies in the fact that with the beginning of full-scale military aggression, there is a deterioration in the quality of credit portfolios of banks from a risk perspective, which may further lead to an increase in systemic risks and the development of crisis phenomena in the banking sector and other areas of the economy. The study of the problem was carried out in the following logical sequence: first, the state of credit development in Ukraine was analyzed, taking into account the impact of such global challenges as the coronavirus pandemic and full-scale military aggression on the territory of our country; the influence of the economic and political situation in the country on the specifics of the formation of credit portfolios of banks is revealed, the main stages of credit portfolio management are determined, and a set of bank measures aimed at optimizing the credit portfolio and minimizing its risks under martial law conditions is summarized. The methodological tools of the research were: systematic approach, methods of analysis and synthesis, logical generalization, comparison, etc. The banking sector of Ukraine was chosen as the object of research, and the subject – indicators of credit activity of banks. The results of the study can be used in the analysis of banks' credit risk management strategy. Summarizing and defining the necessary set of measures of the bank at various stages of managing the credit portfolio in the conditions of the introduction of martial law is aimed at minimizing credit risks and increasing the profitability of the credit portfolio.
