Item type:Наукова стаття, Financial assurance aspects of the tourism sector development in Ukraine in the conditions of COVID-19(2021) Matviichuk, Liudmyla; Barsky, Yuri; Lepkyi, Mykhailo; Karpyuk, Iryna; Podolak, VolodymyrThe research deals with the state of the tourism sector of Ukraine under current conditions. The main funding sources for tourism entities have been considered. The financial measures taken by Ukraine and neighboring countries for overcoming the consequences of the pandemic in the tourism sector have been summarized. The importance of effective financial initiative support in the above-mentioned area has been substantiated. Several financial tools that should be used for the development of the tourism sector in terms of the pandemic are presented. The financial instruments of tourist activity stimulation are singled out: direct financing (public funding instruments) and indirect financing (fiscal incentives, state property rent relief, rate of tourist tax, etc.). The main destructive factors of the tourism sector development have been determined, which include: the lack of systematic state support for the tourism entities development under current conditions; a significant level of the tourism sector shadowing; misuse of funds from the land tourist tax; unsatisfactory condition of tourist facilities; worn-out infrastructure in most regions, etc. The following measures are needed to be implemented to improve the effectiveness of financial instruments for tourism development: the creation of an attractive investment climate in tourism; development of tourist infrastructure; intensification of public funding for tourism and the efforts of local governments to identify internal reserves for funding; intended use of funds from the land tourist tax; use of the potential of the public-private partnership mechanism at the local level; intensification of cooperation with non-governmental institutions, including foreign ones, which are interested in the implementation of tourism development programs, etc. The introduction of anti-crisis key factors, systematization, and consistency in the implementation of the above-mentioned measures will help to stabilize the development of tourism entities in the shortest possible time and achieve a level of economic efficiency and balance between security, public health, and economic interests.Item type:Наукова стаття, Tools for balanced development of hospitality industry entities in the post-war period(2025) Zubekhina, Tetiana; Matviichuk, Liudmyla; Sheiko, Yuliia; Polishchuk, Vitalii; Panova, AnastasiiaThe article provides a comprehensive analysis of the current state and development prospects of Ukraine’s hospitality industry amid the full-scale war. The authors highlight the devastating impact of military aggression on the hotel and restaurant sector and the tourism industryoverall: infrastructure destruction, business closures, workforce shortages, and the collapse of both domestic and international tourism. At the same time, the sector has demonstrated notable resilience and adaptability, not only surviving under extreme conditions but also shifting operations to support civilians and engage in volunteer efforts.A significant part of the article is devoted to the analysis of large-scale studies conducted by the State Agency for Tourism Development of Ukraine before and during the war. The preferences of domestic and foreign tourists are examined, including travel moti-vations, average expenditures, and popular destinations. Particular attention is paid to the dynamics of tourist tax revenues: in 2024, collections increased by 23% compared to the previous year, indicating a certain stabilization and a resurgence of tourism ac-tivity. Key regional leaders in terms of tax revenues are identified.The article also addresses the issue of inclusivity in tourism infrastructure. The data reveal a low level of accessibility for persons with disabilities: only 23% of accommoda-tion facilities offer adapted rooms, and many lack basic barrier-free access conditions.The authors propose a comprehensive set of strategic directions and tools for balanced recovery of the hospitality industry, including state support, attracting investments, in-novative development, digitalization, infrastructure modernization, support for local in-itiatives, human capital development, environmental sustainability,and inclusive envi-ronments. The article emphasizes the importance of integrating sustainable develop-ment principles and international experience into the post-war recovery process. The hospitality industry is presented not only as an economic sector but also as a vital in-strument for social recovery, population rehabilitation, integration of internally displaced persons, and the formation of a positive international image of Ukraine.
