    Simulation of socio-economic security of rural areas in the conditions of sustainable development: a case study of Ukraine

    In the article we proved that, the need to take into account the identified indicators of social tension and indicators of the level of social and economic security in rural areas becomes especially relevant for the formation and implementation of sustainable development programs. Since the resource provision of programs to support the development of rural areas is limited and in the process of their implementation questions will arise regarding the priority of financing the needs of this or that region or community, the results of modeling the indicators of dynamics and the state of socio-economic security can provide an answer to the question of specifying the process of identifying the region, which most needs the implementation of appropriate measures to stabilize the situation and bring it to a qualitatively higher level.

    Prevention of transport-related crimes through urban planning improvements

    The article investigates the relationship between urban planning features and the crime level in Ukraine's transport sector. The research results showed that despite the development of technical security means and strengthened law enforcement control, the effectiveness of crime prevention remains insufficient. In this regard, the necessity of a systematic approach is substantiated, which includes architectural and planning solutions as an integral element of a preventive strategy. Based on the analysis of international experience and adaptation of the "Crime Prevention Through Environmental Design"concept to Ukrainian realities, the authors reveal the potential of urban planning tools in forming a safe transport environment. It is important to note that special attention is paid to lighting transport hubs, organizing pedestrian flows, visual surveillance, and creating open spaces that promote natural supervision. The authors analyze the legislative support for integrating security principles into urban planning and identify gaps in the regulatory framework. Additionally, the paper presents the results of sociological research on the perception of transport infrastructure safety by different population groups, allowing for consideration of the needs of the most vulnerable categories of transport users. It was found that the authors proposed a model for assessing transport infrastructure's safety, including quantitative and qualitative indicators. Thus, using several Ukrainian cities as examples, the possibilities of applying the developed recommendations are demonstrated, and the potential socio-economic effect of their implementation is calculated. On the other hand, the article contains specific proposals for improving state building codes, mechanisms of public control, and stimulating private investment in secure infrastructure. At the same time, the research materials can be used in developing urban planning documentation, improving educational programs for training specialists in urban planning and transport planning, and forming strategies for the sustainable development of settlements in Ukraine. However, it should be taken into account that the effectiveness of the proposed measures depends on a comprehensive approach to their implementation.

    Analysis of the socio-demographic state of rural areas in the system of their sustainable development: a case study of Ukraine

    In the article we have substantiated and conducted statistically assess the impact of the final results of economic activity on the current socio-demographic situation of rural areas in Ukraine. Based on the results of determining the influence of conditioned factors on the level of labour migration of the rural population in Ukraine, we have developed a regression equation. Also, based on the results of the study, we built two cartograms, comparison of which provides an opportunity to assess the dynamics of the formation of the total fertility rate in rural areas (per 1 woman) for 2016 – 2020. We built a cartogram that visualizes the results of grouping regions of Ukraine by natural increase, decrease population in rural areas of Ukraine. The results of our study provide an opportunity to confirm that in the context of Ukraine’s official accession to the European Union and the serious challenges of today, the Ukrainian state should perform the functions of regulating the most important spheres of society in general and rural areas in particular. The task of increasing the employment of the rural population should be raised to the level of state priorities, which would provide an opportunity to create new jobs for the rural population in industries that can provide the maximum competitive effect.

    Formation of a Policy of Economic Stimulation of the ‘‘Green’’ Transformation of the Polish-Ukrainian Borderland

    This monograph was written by a team of Polish and Ukrainian scientists within the framework of the international project Eurizon ID 829: “Structural transformation of the economy of the Polish-Ukrainian borderlands as a response to common challenges of security, green, digital and intellectual transition”, funded by the European Union program HORIZONT 2020 (grant agreement no. 871072), and is an attempt to identify current problems of development of the Polish-Ukrainian borderland regions from a scientific perspective and to propose ways to solve them in this context. The monograph is divided into three parts according to the logic of presenting the results of scientific research. The first part “Determinants of transformation of the Polish-Ukrainian borderland” contains chapters devoted to various factors of development of the PolishUkrainian borderland: environmental (W. Kalamucka, P. Telish), сeopolitical (W. Baluk), socio-demographic (A. Jakubowski), systemic-economic (P. Kozarzewski), international economic (P. Pasierbiak), institutional-organizational (M. Bronisz, A. Jakubowski), common security challenges and measures to increase the resilience of the Polish-Ukrainian borderland economy (M. Khvesyk, G. Obikhod), the directions of development in the light of strategic documents of the Lubelskie (B. Kawalko) and Podkarpackie (P. Wais, A. Kielbasa) voivodeships, Ukrainian border regions (O. Shubalyi), as well as the conceptual assumptions of the new strategy for the development of the Polish-Ukrainian cross-border borderland as a tool for the integration of Ukraine into the EU (A. Miszczuk, O. Shubalyi). The authors of the monograph hope that through their own conclusions and proposals they will draw additional attention of EU institutions, authorities, business, local community and scientists to the problems and prospects of development of the Polish-Ukrainian borderland in order to use all advantages and opportunities, overcome all threats and weaknesses on the common path of cross-border cooperation with maximum benefit for Poland and Ukraine.

    Legal regulation of environmental protection and climate change mitigation to ensure sustainable economic development

    In view of the globalisation of sustainable development and environmental protection, the optimization of the legal regulation mechanism in the field of environmental protection, based on the principles of public administration and the priority of greening all spheres of life, is an urgent issue nowadays. The purpose of the academic paper is to analyse the issues of legal regulation of Ukraine’s “green” course development, to highlight the major trends and to identify promising areas for optimizing legal regulation in the area under study. It has been proven that the conceptual fundamentals of the administrative and legal mechanism for achieving the goals of sustainable environmental development are positioned in the functionality of elaboration and practical implementation of regulations on environmental issues on the basis of publicity of publicity and transparency, accompanied by the intensification of digitalization processes. The practical role of the research results is seen in the possibility of their use as recommendations for optimizing the legal support of Ukraine’s environmental policy in terms of adaptation of Ukraine’s national legislation to the European Green Deal.

    Forecasting of economic indicators of agricultural enterprises activity in the system of ensuring their management on the basis of sustainable development: a case study of Ukraine

    The article proved that the application of the «AGMEMOD–Ukraine» model allowed conduct forecasting the development indicators of agricultural producers in the context of sustainable rural development, namely: yield, gross harvest and sown areas of major crops, changes in demographic indicators on the basic and optimistic forecast, the results of which allow competitive strategies, the implementation of which will increase the volume of sales, profits, market share, penetration into a new market segment, etc. It is considered that the use of the model «AGMEMOD–Ukraine», which covers the multicriteria measurement of functional components of agricultural producers, provides an opportunity to analyze and predict not only key competitive advantages but also secondary characteristics, which together have a significant impact on solving problems of strategic management of economic efficiency and competitiveness of agricultural enterprises in Ukraine. According to the results of the study, there were substantiated in the article the main strategic goals and priority areas for the development of agricultural producers.

    Realities and prospects of managing the development of agricultural business in Ukraine

    The world`s food security largely depends on the stability of agri-business worldwide, but mainly in the main producing countries of agri-food products. The purpose of the study is to determine the current realities and opportunities for the development of agrarian business in Ukraine in crisis conditions for the development of effective strategies and promising growth of the agrarian sector. Research methods: monographic, abstract-logical methods, method of analogies and comparisons, systematic approach, statistical and graphic methods. In the course of the study, it was determined that in 2022, a significant number of agricultural enterprises suffered losses as a result of the system challenges. The loss of 15-20% of cattle, pigs, and poultry, and the loss of production facilities and animal husbandry complexes led to a reduction in production in both the crop and animal husbandry sectors. The article highlights the exogenous and endogenous risks of the functioning of the agricultural sector. Internal risks include loss of production and resource potential of the agricultural sector; the liquidation of a significant number of agrarian business enterprises; change of specialization due to significant economic losses; loss of part of the infrastructure facilities for storage and primary processing of agricultural products; difficulty in selling products to foreign markets. Exogenous risks are described, in particular, the reduction of investments in agricultural production, problems with the purchase and import of fertilizers and plant protection products into the country, and delays in the purchase of modern agricultural machinery. It was noted that the presence of the listed external risks will have a negative impact on the country`s economy and food security. The actions of the government for the sustainability of agrarian business are described, namely, the restoration of the export of agricultural products by sea, the development of alternative logistics networks for export, solving the problems of the seed company, and providing the possibility of special credit programs and tax holidays. The main problematic issues that the government needs to solve to ensure the stability of the agrarian business and the possibility of its further effective functioning are presented.

    Financial security and economic safety as the basis for sustainable development of the region

    The article studies importance of financial provision and economic security as main components of sustainable development of a region. It considers interconnection between proper functioning of the financial system and achievement of stability of the regional economy. The role of effective resource management, investment activity and financial support in achieving sustainable development is analysed. The necessity of prevention of financial risks and introduction of effective mechanisms of ensuring socioeconomic security is proved. The key problems affecting the sustainable development of the region, in particular, resource availability, competitiveness and innovation potential, are identified. An approach to ensuring a balance between financial indicators and social needs to achieve economic stability and sustainable growth of the region is proposed

    The role of social entrepreneurship in advancing economic growth and sustainability amid instability

    Relevance. Social entrepreneurship is currently one of the most effective ways to solve social problems, especially for countries with economies in transition, where instability increases the importance of new approaches to managing economic and social processes. The study's relevance is driven by the need to find sustainable mechanisms of economic growth in the context of global instability and social challenges. Aim. This research article aims to analyse the impact of social entrepreneurship on the economic growth of the EU countries and Ukraine, which is in a state of prolonged war, and to substantiate its importance for the socio-economic development of countries in conditions of instability. Methods. To carry out a comprehensive qualitative analysis, several general scientific methods of knowledge were used, including synthesis, systematisation, generalisation, and comparative analysis of different EU countries. As part of the quantitative analysis, an adapted method of calculating the National Social Impact Index (NSII) was applied, allowing for a balance between economic efficiency and social outcomes in comparing EU member states. Results. According to the results of the calculations, the highest values of the social impact index are demonstrated by Bulgaria (142.97), Hungary (137.30), Latvia (131.77) and Poland (122.85), which indicates a significant contribution of social enterprises to socio-economic development, in contrast to the indicators of Denmark (31.59), Germany (28.69) and Estonia (26.75). Thus, a high index value is typical for countries with developed SME support policies. In contrast, a high capacity for social sector growth characterises countries with a high average turnover and fewer enterprises. Conclusion. The main direction for developing social entrepreneurship to ensure economic growth in Ukraine in the context of war is developing and implementing a social entrepreneurship development strategy in the overall state system. This involves introducing clear criteria for defining social enterprises, creating a specialised regulatory framework, harmonising national legislation with European standards, and creating incentive financial and tax mechanisms to support them.
