The paper highlights main theoretical aspects of the land resource management of the agricultural enterprises. The essence of land resource management is shown based on the definition of the objects of management, which are land resources of agricultural enterprises, subjects of management, which are landowners and employees of such agricultural enterprises, and objective of management, which is providing and maintaining the efficiency of land resources usage as a key factor of agricultural production. The land market and its structure are presented in detail. The characteristic structure of land resources leading European countries. Described prospects management of land resources of agricultural enterprises. A complete analysis of mortgage lending secured by agricultural lands has been carried out. A decrease in the number of agricultural enterprises, which is mostly connected with imperfections of land governance, formed in the state, has been identified. Relationships between strengths and weaknesses of agricultural enterprises, opportunities, and threats of efficient land use have been identified. Scenarios of economic development have been considered, which should be taken into account while developing a strategy.Item type:Наукова стаття, Prospects for expansion of the insurance market through the prisence of financial activation of sustainable development in the region(2021-02-17) Ishchuk, Lesia; Nikolaieva, Anzhela; Polishchuk, VadymThis article summarizes the arguments and counterarguments in the scientific discussion on the main prospects for expanding the insurance market through the lens of the financial activation of the sustainable development of the region. The main aim of the study is the theoretical foundations of the insurance market in the context of financial activation of the region’s sustainable development. Systematization of literary sources and approaches to solving the problem of expanding the insurance market through the prism of financial activation of the region’s sustainable development showed that the majority of Ukrainian scientists who dealt with this issue considered certain instruments of activating influence on the social, economic and environmental spheres of the regions. The urgency of solving this scientific problem lies in the fact that the domestic insurance market is at the stage of its formation, in many cases it does not allow to use it as an effective tool for implementing state policy. Considering that sustainable development and insurance as a subsystem of a common economic space exert mutual influence on each other, the lack of a theoretical and methodological substantiation of the strategy for the development of the insurance market negatively affects the consistency and consistency of the sustainable development of society. The study of the problem of the implementation of insurance activities in Ukraine in the article is carried out in the following logical sequence: determining the sustainable development of the region and its revitalization; research of the insurance market at the present stage of development; setting priorities for the development of the insurance market in terms of ensuring the sustainable development of the region. The object of the research is the sustainable development of the region and its activation, as well as the insurance market of Ukraine. The article presents the results of an empirical analysis of the insurance market of Ukraine, showed that the insurance market has a tendency to develop. The main directions of the integration of insurance activities in the system of sustainable development of the region from the standpoint of its activation are proposed. The study empirically confirms and theoretically proves that the existing prospects for expanding the insurance market through the prism of financial activation of the sustainable development of the region. The results of the study can be useful for practitioners, academics, students, anyone interested in the concept of sustainable development.Item type:Наукова стаття, Fiscal stability index in the context of financial policy: current challenges of Ukraine’s post-war reconstruction(Чайки: ФІНТЕХАЛЬЯНС, 2025-12) Polishchuk, Vadym; Dorosh, Viktoriia; Ishchuk, Lesia; Nikolaieva, Anzhela; Oleksandrenko, IrynaThe research examines indicators of fiscal stability by studying Ukraine's financial policy during military aggression and European integration using foreign examples. The purpose of the study is to analyze macroeconomic stability by examining indicators of the budget deficit, total public debt, and periodically adjusted budget balance. The intense concentration of financial resources has proven to have helped support the country’s defense capabilities. It analyzes the main threats to financial stability, which constitute long-term solvency risks. In the long run, the expected bankruptcy requires systemic reforms in the area of taxation and public financial management. The evaluation of international aid demonstrated its key role in maintaining macro-financial stability. At the same time, it was noted that over-reliance on international financial resources created risks for future financial independence. The identified needs of European integration demonstrated the importance of harmonizing Ukrainian fiscal policy with the prin ciples of transparency, responsibility, and accountability. The need to digitize budgetary processes was demonstrated, 1and the need to implement European practices in public debt management was confirmed. An analysis of European legislation from EU member states showed that fiscal discipline and stable rules allow for crisis resilience. It has been confirmed that the adaptation of Ukraine's approaches to EU debt sustainability criteria will ensure greater predictability of fiscal policy in the post-war context. The formulated conceptual approaches have shown that postwar financial strategy should combine eco nomic recovery with the modernization of major financial institutions. The budget stability index can be used to highlight the dynamics of the gradual strengthening of the financial system. It has been proven that public investments, public-private partnership mechanisms, and tax incentives are the basis for restoring confidence in public finances and laying the foundations for sustainable economic development.Item type:Наукова стаття, Financial innovations as a factor in transformation of monetary and credit systems of countries in the conditions of digitization of the financial sector(Одеса: Гельветика, 2026-04-09) Ishchuk, Lesia; Polishchuk, VadymThe article examines financial innovations as a key factor in the transformation of monetary systems in the context of the digitalization of the financial sector. It is established that the rapid development of digital technologies significantly affects the functioning of financial markets and monetary regulation mechanisms. The study analyzes the impact of FinTech technologies, digital payment systems, blockchain, artificial intelligence and big data on the modernization of financial intermediation and monetary policy instruments. Particular attention is paid to the role of central bank digital currencies in improving the payment infrastructure and strengthening financial stability. A correlation of modern financial innovations with traditional monetary policy instruments is also carried out. A comparison of the technological features of central bank digital currencies (CBDCs) is proposed and a new classification of CBDCs is provided. The study proves that financial innovations contribute to the formation of a new architecture of monetary systems based on digital technologies and innovative financial instruments.Item type:Матеріали конференцій, Trends in the development of financial monitoring in Ukraine(Дніпро: ДДАЕУ, 2026-03-04) Polishchuk, VadymIn the current conditions of martial law, monitoring of funds in Ukraine has acquired a qualitatively new meaning. The strengthening of European integration processes over the past three years has become of particular importance. We note that today financial monitoring takes place in the form of control over the financial transactions of organizations and individuals. It should be noted that today the formation of professional competencies of personnel of primary financial monitoring entities (for example, banking institutions or insurance companies) is gaining particular importance, since the quality of analytical judgment is becoming a determining factor in the effectiveness of the system. Thus, the development of the financial monitoring system should be aimed at strengthening supervision over non-banking institutions and the widespread use of modern analytical technologies. Such development should take place in the context of harmonizing the national system for combating money laundering/terrorism financing with European standards.Item type:Наукова стаття, Prerequisites for the application of monetary policy tools of the "new reality" in the conditions of the geopolitical impact of military aggression in Ukraine(Чайки : ФІНТЕХАЛЬЯНС, 2024-10-31) Polishchuk, Vadym; Dorosh, Viktoriia; Ishchuk, Lesia; Nikolaieva, AnzhelaThe prospects of using a new type of monetary policy instruments, which determine modern significant changes in the development of global financial, economic and social relations, caused by the geopolitical influence of military aggression in Ukraine, are studied. Not only the negative financial and economic impact on the country victim of hostilities, i.e., Ukraine, was established. Problems with inflation and debt were also identified in the G7 countries, as well as in China due to the consequences of the war in Ukraine. It was determined that the financial system of countries that have close trade and monetary transactions with developed market countries will also have a significant impact of the global crisis. The financial and economic indicators of Ukraine, the G7 countries and China for the medium term are predicted. The influence of the main financial threats on the macroeconomic stability of the country's economy in the conditions of military aggression is determined, and the main instruments of monetary policy that would allow maintaining such stability are indicated. Наголошується на важливості координації монетарної та фіскальної політик як ключового чинника фінансової безпеки.Item type:Наукова стаття, Global monitoring of financial indicators of development and innovation as a prerequisite for warning of financial crises(Одеса : Гельветика, 2024) Polishchuk, VadymНезважаючи на наявні розробки, які розкривають проблеми фінансового сектору та фінансових інновацій, зосереджено дослідження саме на актуальних питаннях детального моніторингу фінансових показників на рівні багатьох країн з різних частин світу, які відображають стан фінансових інновацій. Крім того, актуальним дослідженням, пов’язаним з моніторингом фінансових показників, був аналіз показників, від яких залежить стабільний розвиток суспільства. Також відображено динаміку фінансових показників за тривалий період часу, а й спробувати показати прогнозні значення таких показників на найближчі роки. Саме такий підхід дозволив сформувати певне бачення щодо попередження фінансових криз у майбутньому. У статті досліджено показники чистого кредитування, валового боргу та циклічно скоригованого платіжного балансу країн за період 2007-2024 рр., а також вказано відповідні прогнозні показники на 2025-2027 рр. Проведено моніторинг та визначено перспективи розвитку сфери фінансових інновацій для країн за 2007-2027 рр. Також нами досліджено необхідність відстеження та розуміння актуальних фінансових інновацій, які дозволять протидіяти проявам фінансових криз у майбутньому. Було підтверджено в результаті дослідження стану інноваційності окремих держав (зокрема сфери Fintech), що саме ті країни, які інвестують у розвиток науково-технічних розробок, мають можливість швидше розвивати економіку. Встановлено, що фінансовий сектор інновацій суттєво змінився від моделі традиційних корпоративних банків до потужних екосистем банківського та небанківського ринків. Доведено, що перспективи розвитку технології Blockchain у сфері фінансів полягають у тому, що така технологія дозволить фінансовому сектору далі розвиватися в напрямку безпеки, стабільності та надійності, а отже запобігає виникненню фінансових криз у майбутнє. Виявлено, що одночасно можуть існувати та розвиватися фінансові інновації та погіршуватися інші фінансові показники (збільшення боргу та бюджетний дисбаланс). Тому для розуміння та запобігання кризам розроблено відповідний рівень відстеження та прогнозування найменших змін фінансових показників на глобальному рівні.Item type:Наукова стаття, Public debt management in the fiscal policy system from the point of view of global socio-economic challenges(Одеса : Гельветика, 2025-04) Polishchuk, VadymThe article examines key aspects of public debt management within the framework of fiscal policy, taking into account global socio-economic challenges. It is determined that approaches to debt obligations, especially in martial law, require adaptation in terms of resource mobilization and optimization of the debt structure. The study confirms that excessive dependence on external loans increases financial risks. It is investigated that a strategic approach should prioritize financing diversification, development of the domestic bond market and reduction of short-term debt. It is found that the main risks include high interest rates, currency fluctuations and the need to finance the budget deficit. A comparative analysis of global debt policy is conducted, identifying best practices for Ukraine. Solutions are proposed for debt restructuring, the issuance of reparation bonds and the promotion of green financial mechanisms.
