    Socio-Mental Health Support of Military and Civilians During War Time: Psychosocial Factors

    The article examines the problem of mental health support under martial law, which has become particularly relevant in the country over the past three years, as the state of war has significantly worsened the mental well-being of all categories of the population, especially the military. The study is based on the Ukrainian experience and examines the socio-psychological aspects of this support, as well as the state policy in this area. The purpose of the research was to study the effectiveness of governmentprograms and programs of NGOs aimed at improving and maintaining the mental health of military and civilians affected by military aggression. The study was conducted on the basis of empirical data obtained at the Center for Mental Health (Ivano-Frankivsk). The article uses the method of synthesis and analysis, descriptive method, empirical (survey method) and static methods. The study outlines the concepts of mental health and psychological recovery as important factors in the sustainable development of society; describes the directions and specifics of the work of the newly established mental health centers in Ukraine, the forms and means of providing psychological assistance to the military and the population affected by military operations; and conducts a survey of the military on the effectiveness of psychological assistance received in these centers. The psychological state of the respondents interviewed at the mental health center indicates that they are experiencing different levels of stress and have feelings of fear, lack of self-confidence, lack of understanding of the dynamism of the situation, a decrease in vital energy spent on constant worries, and difficulty in adaptation processes. The majority of people seeking psychological support experience a sense of loss (loss of loved ones, home, social connections, work, hobbies, etc.), which significantly worsens the overall picture of traumatic stress and leads to depression.

    Psychosocial Factors of Maintaining Mental Balance in Conditions of Armed Conflict

    Introduction: against the backdrop of a protracted military conflict, mental health is a significant concern for both military personnel and civilians who experienced numerous traumas. The study focused on key aspects of psychological dynamics during wartime and the adaptation to social life. The purpose of the article was to analyze the socio-psychological aspects of the mental health support system in wartime.Method: the research methodology included analytical and synthetic methods, generalization, systematization, abstraction, and comparison. Results: the article identified the main mental health problems and difficulties that arose as a result of adaptation processes, the development of resilience, and psychological stability. It analyzed the specifics of destructive mental states under conditions of military aggression. The study investigated the peculiarities of negative mental states—particularly stress, apathy, anxiety, depression, frustration, and post-traumatic stress disorder. It examined the characteristic symptoms and progression of these conditions and proposed potential ways to minimize their manifestation through the use of personal resources and active social support. Considerable attention was given to understanding the psychological state of both the civilian population during active warfare and combatants, with the aim of ensuring timely assistance for various mental disorders. Conclusions: the article emphasized the need to integrate effective psychological programs focused on building resilience, providing rehabilitation, and supporting the mental health of both civilians and military personnel. It also highlighted the importance of raising public awareness about mental health issues during wartime and identifying effective strategies to address them

    Implementation of digital solutions in the social sphere: modern methods of program organization and development

    The integration of digital technologies and innovative approaches into the field of social programs has become an important tool for modernizing public administration in the face of global challenges, including military crises, pandemics, and natural disasters. This topic is of particular relevance for Ukraine, which, in the context of a full-scale war, is demonstrating an unprecedented digital transformation, in particular in the field of social programs, as well as cybersecurity and defense capabilities of the state. The purpose of the article is to study digital platforms as innovative means of implementing social programs, and the object is the process of digitalization of social services in Ukraine and Estonia, and the author outlines these processes on a global scale. The main European approaches to digitalization through the prism of the Digital Decade – Policy program were also described. Special attention was paid to the digitalization of social policy in the activities of The World Bank. The experience of Estonia, as one of the world leaders in the digitalization of various spheres of life, as well as an influential partner in this area for both international organizations and individual nation states, was studied in more detail. The article traces the country’s digitalization ecology with a focus on the social component. The functional characteristics of the platforms in Ukraine “Diia” and “Kyiv Digital” were also analyzed in the context of social services provision. The key areas of digitalization, such as registration of the status of internally displaced persons, access to financial assistance, medical services, use of electronic documents, etc. were highlighted. The advantages of digital tools include mobility, accessibility, efficiency of service, reduction of administrative burden and reduction of corruption risks. At the same time, a number of problems are once again emphasized, including digital inequality, energy dependence, cyber risks, and insufficient digital competence among certain segments of the population. The practical significance of the study lies in the generalization of the Ukrainian experience of digitalization of social services. This can become the basis for developing policies in the field of social protection, digital inclusion and intercultural communication in the context of crisis transformation.
