    Financial assurance aspects of the tourism sector development in Ukraine in the conditions of COVID-19

    The research deals with the state of the tourism sector of Ukraine under current conditions. The main funding sources for tourism entities have been considered. The financial measures taken by Ukraine and neighboring countries for overcoming the consequences of the pandemic in the tourism sector have been summarized. The importance of effective financial initiative support in the above-mentioned area has been substantiated. Several financial tools that should be used for the development of the tourism sector in terms of the pandemic are presented. The financial instruments of tourist activity stimulation are singled out: direct financing (public funding instruments) and indirect financing (fiscal incentives, state property rent relief, rate of tourist tax, etc.). The main destructive factors of the tourism sector development have been determined, which include: the lack of systematic state support for the tourism entities development under current conditions; a significant level of the tourism sector shadowing; misuse of funds from the land tourist tax; unsatisfactory condition of tourist facilities; worn-out infrastructure in most regions, etc. The following measures are needed to be implemented to improve the effectiveness of financial instruments for tourism development: the creation of an attractive investment climate in tourism; development of tourist infrastructure; intensification of public funding for tourism and the efforts of local governments to identify internal reserves for funding; intended use of funds from the land tourist tax; use of the potential of the public-private partnership mechanism at the local level; intensification of cooperation with non-governmental institutions, including foreign ones, which are interested in the implementation of tourism development programs, etc. The introduction of anti-crisis key factors, systematization, and consistency in the implementation of the above-mentioned measures will help to stabilize the development of tourism entities in the shortest possible time and achieve a level of economic efficiency and balance between security, public health, and economic interests.

    FINANCIAL SUPPORT OF CULTURE, TOURISM AND CREATIVE INDUSTRIES IN UKRAINE: OPPORTUNITIES AND PROSPECTS

    In the article the main sources of funding for cultural, tourism and creative industries in Ukraine were defined. The importance of building effective financial support for initiatives in this area was justified. The activities of the Ukrainian Cultural Foundation as a state institution responsible for the preservation of cultural heritage and development of Ukrainian culture in the context of current world trends were also analyzed. It was determined that the amount of funds allocated to the sphere of culture occupies a larger share in the budgets of most EU countries, compared to Ukraine. The importance of creative industries as a tool to intensify tourism activities at the regional and national levels was revealed. It was proved that the Ukrainian Cultural Foundation is an institution designed to create a new model of competitive promotion and multi-vector support of initiatives in the field of culture and creative industries. In these industries professionals, institutions and communities — the main groups of beneficiaries — act as partners for generation. new meanings and preservation of cultural capital necessary for the dynamic development of society. The analysis of state strategic documents, in particular the S­­tate Strategy for Regional Development 2020, showed that the areas of probable common interests of tourism, culture and creative industries are quite clearly defined and relate to historical and cultural heritage, museums, historical and monumental arts, architecture, archeology; original folk culture, customs, traditions, rituals, including national minorities. The new state strategy for regional development — 2027 focuses on the role of national and regional cultural and tourist routes. Sectoral strategies and international programs operating in Ukraine provide a detailed description of the area of probable common interests of culture and tourism. It was proved that an effectively built state financial support for initiatives in the field of culture, tourism and creative industries promotes cooperation between government, business and civil society, creates favorable conditions for effective and efficient investment, ensuring transparent, effective dialogue between all stakeholders to achieve stable results in the creation of a cultural product, the development of civil society and the internationalization of Ukrainian culture.

    Approach to formation of enogastronomic tourism based on the geographical indication system

    Changes in the tourism sector are the reasons for the development and implementation of adequate approaches to formation of unique enogastronomic tourist routes, related to the use of geographical indication system as a means of individualizing subjects of tourism. Currently, there are counterfeit tourism products labeled with well-known names of geographical regional objects. The significance of the geographical indications in enogastronomic tourism becomes increasingly apparent in terms of intense competition between the regions in the country and on the international tourism market. The objective of the research was to develop theoretical and methodological foundations, scientific and practical recommendations for creating a formation approach to enogastronomic tourist routes based on the geographical indication system. In the research, we used the comprehensive method- ological approach, based on the application of the following research methods: generalization and systematization (to determine the essentials of geographical indications); calculation and analytical (to analyze the conditions of geographical indications registration); process approach (for development of new enogastronomic tourist routes); program-targeted approach (for the algorithm of formation of enogastronomic tourist routes); tabular methods (for presentation of the material). We analyzed the definition of «ethnographic tourism», identified the key problems of registration of geographical indications in Ukraine, proposing a formation approach to enogas- tronomic tourist routes based on the system of geographical indications. In our study, we considered using the European experience in the effective implementation of geographical indications in the Ukrainian regions. The formation approach to enogastronomic tourist routes based on the geographical indications system is proposed, which allows combining national history and culture, traditions of preparing local dishes and drinks, presenting them as a complex tourist product of a certain region.

    Tools for balanced development of hospitality industry entities in the post-war period

    The article provides a comprehensive analysis of the current state and development prospects of Ukraine’s hospitality industry amid the full-scale war. The authors highlight the devastating impact of military aggression on the hotel and restaurant sector and the tourism industryoverall: infrastructure destruction, business closures, workforce shortages, and the collapse of both domestic and international tourism. At the same time, the sector has demonstrated notable resilience and adaptability, not only surviving under extreme conditions but also shifting operations to support civilians and engage in volunteer efforts.A significant part of the article is devoted to the analysis of large-scale studies conducted by the State Agency for Tourism Development of Ukraine before and during the war. The preferences of domestic and foreign tourists are examined, including travel moti-vations, average expenditures, and popular destinations. Particular attention is paid to the dynamics of tourist tax revenues: in 2024, collections increased by 23% compared to the previous year, indicating a certain stabilization and a resurgence of tourism ac-tivity. Key regional leaders in terms of tax revenues are identified.The article also addresses the issue of inclusivity in tourism infrastructure. The data reveal a low level of accessibility for persons with disabilities: only 23% of accommoda-tion facilities offer adapted rooms, and many lack basic barrier-free access conditions.The authors propose a comprehensive set of strategic directions and tools for balanced recovery of the hospitality industry, including state support, attracting investments, in-novative development, digitalization, infrastructure modernization, support for local in-itiatives, human capital development, environmental sustainability,and inclusive envi-ronments. The article emphasizes the importance of integrating sustainable develop-ment principles and international experience into the post-war recovery process. The hospitality industry is presented not only as an economic sector but also as a vital in-strument for social recovery, population rehabilitation, integration of internally displaced persons, and the formation of a positive international image of Ukraine.
