Економічна переоцінка регіонального розвитку в умовах зеленої реконструкції українських міст після масштабних руйнувань

Abstract

У статті здійснено аналіз механізмів фінансування зеленої реконструкції міст та їхню адаптацію до умов української економіки, визначено роль банківського сектору у забезпеченні капіталом проектів екологічно орієнтованої відбудови регіонів. Обґрунтовано критерії економічної переоцінки регіонального потенціалу з урахуванням екологічних та соціальних факторів, систематизовано інструменти мобілізації інвестицій для проектів зеленої трансформації міської інфраструктури. Виявлено необхідність диверсифікації джерел капіталу через впровадження інноваційних інструментів, таких як зелені облігації, спеціалізовані кредитні продукти та механізми державно-приватного партнерства.

The mechanisms of financing green reconstruction of cities and their adaptation to the conditions of the Ukrainian economy are analyzed, the role of the banking sector in providing capital for environmentally oriented reconstruction projects of regions is determined. The criteria for economic revaluation of regional potential taking into account environmental and social factors are substantiated, tools for mobilizing investments for projects of green transformation of urban infrastructure are systematized. The need to diversify capital sources through the introduction of innovative instruments such as green bonds, specialized credit products and public-private partnership mechanisms has been identified. Ukraine's banking sector demonstrates readiness to integrate green banking principles into its operations, but requires enhanced regulatory support and the formation of a comprehensive system of incentives for the development of environmentally oriented lending. It is proved that the economic revaluation of regional potential requires a revision of traditional approaches to assessing the investment attractiveness of territories with the integration of ESG criteria and environmental performance indicators. Regions that have suffered the greatest destruction have the opportunity to position themselves as centers of green economy, attracting international investment and technical expertise for the implementation of innovative solutions in renewable energy and energy efficiency. Recommendations have been developed regarding the institutional support of green reconstruction processes at the regional level, including strengthening the capacity of local governments in the preparation and support of projects aimed at attracting green financing. The necessity of developing national standards and a certification system for environmentally oriented projects to increase investor confidence in the Ukrainian market of green financial instruments is substantiated
