Вплив війни на інноваційну діяльність промислових підприємств України: національний та регіональний аспекти

Abstract

В статті досліджено вплив фактору війни на інноваційну діяльність промислових підприємств України. Критичний аналіз змісту наукових праць вчених виявив часткове вирішення проблеми вивчення взаємозв’язку впливу військових дій на території країни та розвитку інноваційних процесів у сфері підприємництва, що вимагає подальшого поглибленого вивчення інноваційної спроможності економіки України та підприємств її промислового сектору. В роботі визначено динаміку рейтингових оцінок та здійснено на базі отриманих результатів аналіз інноваційної спроможності України в 2013-2023 рр. Узагальнено та проаналізовано динаміку показників інноваційної діяльності промислових підприємств України в 2013-2023 рр. Визначено регіональні відмінності щодо впливу війни на діяльність підприємств промислового сектору економіки. Уточнено причини, які викликали наявні зміни в показниках інноваційної діяльності промислових підприємств. Запропоновано заходи з активізації інноваційної діяльності промислових підприємств України в умовах військового стану та в повоєнний період.

The purpose of the study in this work was to study the influence of the factor of war on the innovation activity of industrial enterprises of Ukraine. A critical analysis of the content of the scientific works of scholars revealed a partial solution to the problem of studying the relationship between the impact of hostilities in the country and the development of innovative processes in the field of entrepreneurship, which requires further in-depth study of rating estimates of the innovation capacity of the Ukrainian economy, dynamics of indicators of innovation activity of industrial enterprises of Ukraine, regional differences regarding the impact of the war on the activities of enterprises of the industrial sector of the economy, finding out the reasons that caused the existing changes in the indicators of innovation activity of industrial enterprises in the period 2013-2023. Based on the generalization of the results of the assessment of the innovativeness of the economy of Ukraine, the dynamics of its international rating assessments has been summarized, which demonstrates contradictory results, and according to the European Innovation Scoreboard, which characterizes the system of indicators of scientific, technical and innovative activity – the deterioration of its place among the countries of the European space. Further analysis of the dynamics of indicators of innovation activity of industrial enterprises in 2013-2023 identified negative trends in their changes since the beginning of the war in Ukraine: a steep reduction in the number of innovatively active industrial enterprises, the volume of innovative products sold, the cost of innovation, a reduction in the number of enterprises that introduced innovations. The work also reveals regional differences in the impact of the war on the activities of enterprises of the industrial sector of the economy: the expectations of companies of the western and northern regions of Ukraine regarding future indicators of growth of turnover and profitability are much higher than other regions. Among the reasons that caused the existing changes in the indicators of innovation activity of industrial enterprises, the following prevail: martial law, technological lag and a high degree of depreciation of fixed assets, lack of own and limited access to attracted sources of business financing. Measures have been proposed to intensify innovation activity to solve the existing problems that hinder the innovative development of industrial enterprises in the conditions of martial law.
