    Search for prospects for the development of the hotel business on the example of the regions of Ukraine

    The object of research is the processes of development of the hotel industry, as one of the most important elements of the tourist infrastructure of the regions. Let’s consider these processes using the example of the regions of Ukraine. One of the most problematic areas for the development of the hotel industry in the regions of Ukraine is the quality of hotel services and the condition of hotel rooms, which often do not meet international standards and norms. The number of business entities in the hotel business in Ukraine, in comparison with European countries, is also insignificant and during the period of large-scale events in the regions does not meet the demand for hotel services.

    The factors of influence on the quality of tourist services in the region

    The article considers the main directions of the quality assurance of tourist services at the region's level. We proved that the qualitative development of tourist regions requires changes in the structure of production of a tourist product and significant changes in the organization of its production. The current state of services in the regions of Ukraine is under the impact of a significant number of factors. The main determinants are the "COVID-19" pandemic spread, increasing number of natural and anthropogenic disasters, the spread of terrorism and hostilities, et cetera. All these factors hinder the development of services. However, to promote domestic tourism as one of the areas of service in Ukraine, the pandemic was more resultative than joined industry reforms.

    Financial assurance aspects of the tourism sector development in Ukraine in the conditions of COVID-19

    The research deals with the state of the tourism sector of Ukraine under current conditions. The main funding sources for tourism entities have been considered. The financial measures taken by Ukraine and neighboring countries for overcoming the consequences of the pandemic in the tourism sector have been summarized. The importance of effective financial initiative support in the above-mentioned area has been substantiated. Several financial tools that should be used for the development of the tourism sector in terms of the pandemic are presented. The financial instruments of tourist activity stimulation are singled out: direct financing (public funding instruments) and indirect financing (fiscal incentives, state property rent relief, rate of tourist tax, etc.). The main destructive factors of the tourism sector development have been determined, which include: the lack of systematic state support for the tourism entities development under current conditions; a significant level of the tourism sector shadowing; misuse of funds from the land tourist tax; unsatisfactory condition of tourist facilities; worn-out infrastructure in most regions, etc. The following measures are needed to be implemented to improve the effectiveness of financial instruments for tourism development: the creation of an attractive investment climate in tourism; development of tourist infrastructure; intensification of public funding for tourism and the efforts of local governments to identify internal reserves for funding; intended use of funds from the land tourist tax; use of the potential of the public-private partnership mechanism at the local level; intensification of cooperation with non-governmental institutions, including foreign ones, which are interested in the implementation of tourism development programs, etc. The introduction of anti-crisis key factors, systematization, and consistency in the implementation of the above-mentioned measures will help to stabilize the development of tourism entities in the shortest possible time and achieve a level of economic efficiency and balance between security, public health, and economic interests.

    FINANCIAL SUPPORT OF CULTURE, TOURISM AND CREATIVE INDUSTRIES IN UKRAINE: OPPORTUNITIES AND PROSPECTS

    In the article the main sources of funding for cultural, tourism and creative industries in Ukraine were defined. The importance of building effective financial support for initiatives in this area was justified. The activities of the Ukrainian Cultural Foundation as a state institution responsible for the preservation of cultural heritage and development of Ukrainian culture in the context of current world trends were also analyzed. It was determined that the amount of funds allocated to the sphere of culture occupies a larger share in the budgets of most EU countries, compared to Ukraine. The importance of creative industries as a tool to intensify tourism activities at the regional and national levels was revealed. It was proved that the Ukrainian Cultural Foundation is an institution designed to create a new model of competitive promotion and multi-vector support of initiatives in the field of culture and creative industries. In these industries professionals, institutions and communities — the main groups of beneficiaries — act as partners for generation. new meanings and preservation of cultural capital necessary for the dynamic development of society. The analysis of state strategic documents, in particular the S­­tate Strategy for Regional Development 2020, showed that the areas of probable common interests of tourism, culture and creative industries are quite clearly defined and relate to historical and cultural heritage, museums, historical and monumental arts, architecture, archeology; original folk culture, customs, traditions, rituals, including national minorities. The new state strategy for regional development — 2027 focuses on the role of national and regional cultural and tourist routes. Sectoral strategies and international programs operating in Ukraine provide a detailed description of the area of probable common interests of culture and tourism. It was proved that an effectively built state financial support for initiatives in the field of culture, tourism and creative industries promotes cooperation between government, business and civil society, creates favorable conditions for effective and efficient investment, ensuring transparent, effective dialogue between all stakeholders to achieve stable results in the creation of a cultural product, the development of civil society and the internationalization of Ukrainian culture.

    Approach to formation of enogastronomic tourism based on the geographical indication system

    Changes in the tourism sector are the reasons for the development and implementation of adequate approaches to formation of unique enogastronomic tourist routes, related to the use of geographical indication system as a means of individualizing subjects of tourism. Currently, there are counterfeit tourism products labeled with well-known names of geographical regional objects. The significance of the geographical indications in enogastronomic tourism becomes increasingly apparent in terms of intense competition between the regions in the country and on the international tourism market. The objective of the research was to develop theoretical and methodological foundations, scientific and practical recommendations for creating a formation approach to enogastronomic tourist routes based on the geographical indication system. In the research, we used the comprehensive method- ological approach, based on the application of the following research methods: generalization and systematization (to determine the essentials of geographical indications); calculation and analytical (to analyze the conditions of geographical indications registration); process approach (for development of new enogastronomic tourist routes); program-targeted approach (for the algorithm of formation of enogastronomic tourist routes); tabular methods (for presentation of the material). We analyzed the definition of «ethnographic tourism», identified the key problems of registration of geographical indications in Ukraine, proposing a formation approach to enogas- tronomic tourist routes based on the system of geographical indications. In our study, we considered using the European experience in the effective implementation of geographical indications in the Ukrainian regions. The formation approach to enogastronomic tourist routes based on the geographical indications system is proposed, which allows combining national history and culture, traditions of preparing local dishes and drinks, presenting them as a complex tourist product of a certain region.

    Information system for diagnostic competitivenessof the hospitality industry of the region of Ukraine

    The purpose of this article is to study the main problems and prospects of ensuring the competitiveness of the hospitality industry of the regions of Ukraine in modern conditions, taking into account international experience in the context of deepening integration ties. The work carried out a diagnosis of the level of competitiveness of the hospitality industry of the regions of Ukraine, based on the developed information system of indicators for assessing the conditions of the competitiveness of the hospitality industry of the region and the formed matrix of the competitiveness of the hospitality industry of the region. A comparison was made of the conditions for ensuring competitiveness, the level of competitive advantages and the level of competitiveness of the hospitality industry of the regions of the state in the pre-war period, as well as the diagnosis of the competitiveness of the hospitality industry of the regions of the state was carried out. The positions of the regions in the pre-war and war periods in terms of the level of competitiveness and availability of tourism potential were determined. A matrix for the selection of target indicators of the integration strategy of regions of Ukraine that have preserved their tourist potential is proposed. The results of the study revealed the main problems of ensuring the competitiveness of the hospitality industry in the regions of Ukraine, and highlighted the potential prospects of the studied processes taking into account the conditions of European integration.

    A model for the development of high quality training of tourism professionals through the use of comouter 3D-tours

    The article is focused on the problem of training future tourism specialists using informational and communication technologies. The educational process of preparation requires changing the educational and methodological support in order to give the students the opportunities to master modern professional tools, technologies, methods of creating high quality tourist products. To solve this problem, the authors propose a model for the development of high quality training of tourism professionals through the use of computer 3D-tours. The development of this model took into account the theoretical and methodological basis regarding the professional training of future specialists in the fild of tourism, the results of the analysis of educational programs, curricula for training students of the speciality “Tourism” and the data of the pilot experiment. It consists of the following main blocks. The conceptual-oriented block includes concepts, approaches, principles of participation, information and communication technologies. The content-technological block includes the content of the educational project of developing 3D-tours, levels of professional knowledge and skills, as well as types of familiriazation with ICT tools. The educational content of the model takes into account the practical mastery of the student’s professional skills in the development of various 3D-tours. During this process, the ICT tools are introduced gradually in a certain order. The organization-activity block of the model includes forms of organizing the study and technologies for studying. This model entails the involvement of classroom-based and remote, individual, and group forms of organization of the educational process, organization of project development for a detailed analysis of educational topics. The assessment-resultative block includes criteria, metrics and levels. During the development of the model, the results of the activity of the subjects of the educational process were analyzed in accordance with two groups of criteria: the criterion of formation of professional theoretical knowledge, practical skills of 3D-tour development and the criterion of the level of using modern software and technical means in creative educational development. The developed model allows for increasing the quality of training of future tourism specialists. During the practical application of the proposed model, virtual 3D-tours were developed. Their development has shown the possibility of implementing the model of development of training of specialists in tourism by using computer 3D-tours with the use of modern ICT tools in the study of special disciplines and the attaining professional skills.

    Strategic priorities for the balanced development of cultural tourism entities in the post-war period

    Armed conflicts were considered as potential catalysts for the modernisation of the tourism infrastructure. Under the conditions of comprehensive economic recovery, involving the implementation of innovations and the stimulation of both internal and external demand, growth in the sector could be encouraged despite significant losses experienced by Ukraine’s tourism industry. These losses were associated with the destruction of infrastructure, a decline in entrepreneurial activity, imbalances in the labour market, and an increase in the cost of services. The purpose of the study – to determine the strategic priorities for the recovery of cultural tourism entities in Ukraine during the post-war period, to develop mechanisms for the integration of cultural heritage into sustainable development strategies. The research involved the analysis of tourism sector losses, the impact of war on tourism infrastructure, the development of business support programmes, the stimulation of internal tourism. Primary attention was given to the assessment of the damage inflicted on the tourism industry by the war, which included direct destruction, disruption of critical infrastructure, a decline in tax revenues. Despite substantial losses, internal tourism continued to function, particularly in the Western regions such as Zakarpattia and Bukovyna, which emerged as hubs of economic activity due to business relocation. A positive factor was identified in the increased demand for local tourism services, which contributed to the development of regional tourism. In 2023, Ukraine’s tourism sector contributed UAH 383 million in taxes to the national budget, reflecting a 29% decrease compared to 2022 and a 39% decrease compared to 2021. Simultaneously, the number of taxpayers in the sector declined by 34%. However, the tourism industry encountered numerous challenges, including insufficient funding, destruction of infrastructure, restricted access to certain areas, and safety risks. The study proposed strategic approaches for the restoration of the tourism industry, including the development of special entrepreneurship support programmes, attraction of investment, infrastructure reconstruction, and promotion of the Ukrainian tourism brand on the international stage. Particular emphasis was placed on the importance of preserving and restoring cultural heritage as a key component of sustainable tourism development.

    Tools for balanced development of hospitality industry entities in the post-war period

    The article provides a comprehensive analysis of the current state and development prospects of Ukraine’s hospitality industry amid the full-scale war. The authors highlight the devastating impact of military aggression on the hotel and restaurant sector and the tourism industryoverall: infrastructure destruction, business closures, workforce shortages, and the collapse of both domestic and international tourism. At the same time, the sector has demonstrated notable resilience and adaptability, not only surviving under extreme conditions but also shifting operations to support civilians and engage in volunteer efforts.A significant part of the article is devoted to the analysis of large-scale studies conducted by the State Agency for Tourism Development of Ukraine before and during the war. The preferences of domestic and foreign tourists are examined, including travel moti-vations, average expenditures, and popular destinations. Particular attention is paid to the dynamics of tourist tax revenues: in 2024, collections increased by 23% compared to the previous year, indicating a certain stabilization and a resurgence of tourism ac-tivity. Key regional leaders in terms of tax revenues are identified.The article also addresses the issue of inclusivity in tourism infrastructure. The data reveal a low level of accessibility for persons with disabilities: only 23% of accommoda-tion facilities offer adapted rooms, and many lack basic barrier-free access conditions.The authors propose a comprehensive set of strategic directions and tools for balanced recovery of the hospitality industry, including state support, attracting investments, in-novative development, digitalization, infrastructure modernization, support for local in-itiatives, human capital development, environmental sustainability,and inclusive envi-ronments. The article emphasizes the importance of integrating sustainable develop-ment principles and international experience into the post-war recovery process. The hospitality industry is presented not only as an economic sector but also as a vital in-strument for social recovery, population rehabilitation, integration of internally displaced persons, and the formation of a positive international image of Ukraine.

    Development of tourist destinations in Ukraine during the war on the basis of glocalization

    Актуальність дослідження визначалася тим, що в умовах повномасштабної війни з 2022 року розвиток туристичних дестинацій України вимагав застосування принципів глокалізації, які поєднували глобальні тенденції сталого розвитку та безпеки з місцевими ресурсами, культурною ідентичністю та потребами громад. Метою статті було обґрунтування концептуальних підходів та практичних напрямків розвитку туристичних дестинацій України у воєнний час на основі принципів глокалізації, враховуючи виклики безпеці, місцеву специфіку, внутрішні туристичні потреби та потенціал післявоєнного відновлення. Було проведено огляд сучасних наукових джерел, що стосуються питань інноваційного управління дестинаціями, державної підтримки туристичної галузі, маркетингових стратегій та післявоєнного відновлення. Систематизовано типологію туристичних дестинацій за рівнями безпеки та експлуатаційної придатності. Проаналізовано дані про експорт та імпорт туристичних послуг Україною, їхню частку у світових показниках, а також динаміку інвестицій у туристичний сектор та рівень безпеки туристичних дестинацій. Виявлено, що частка України у світовому експорті туристичних послуг зросла до 0,06% у 2023 році, тоді як імпорт значно перевищив експорт (2,01% від світового показника у 2022 році). Також було встановлено, що туристичний сектор страждає від недофінансування в інвестиційній політиці держави, існують регіональні відмінності в доступності туристичних дестинацій. У статті запропоновано напрямки розвитку туристичних дестинацій в Україні на основі глобалізації, включаючи створення безпечних мікродестинацій, підтримку місцевого підприємництва, цифрову трансформацію туристичних продуктів, розвиток внутрішнього туризму, впровадження воєнного та меморіального туризму, а також стратегічне планування відродження тимчасово недоступних територій. Практичні рекомендації можуть слугувати основою для формування адаптивної політики розвитку туризму в Україні, вдосконалення стратегій управління дестинаціями та інтеграції підходу глобалізації в процеси прийняття рішень державними органами влади, місцевого самоврядування та туристичним бізнесом під час війни та післявоєнного відновлення.
