The rapid digitalisation of education and the growing use of artificial intelligence (AI) have significantly changed the development of English language proficiency and intercultural communicative competence. AI-supported platforms, media technologies, and multimodal learning environments provide new opportunities for personalised language learning and authentic intercultural interaction, requiring a reassessment of their educational impact. This study examines the relationship between the digital preparedness of education systems and the development of English language proficiency and intercultural communicative competence in AI-enhanced learning environments. A comparative analysis was conducted using international datasets from OECD (PISA 2018), UNESCO Institute of Statistics, the World Bank (EdStats and EdTech Readiness Index), and the European Commission Education and Training Monitor. Twelve national education systems with different levels of digital development were analysed using comparative and cross-country methods. The findings demonstrate a positive relationship between digital readiness, English reading literacy, and intercultural competence. Education systems with stronger digital infrastructure achieve better language and intercultural outcomes. AI-supported learning, combined with media technologies, promotes learner autonomy, reduces language anxiety, and supports authentic intercultural communication. Effective AI integration in English language education requires a balanced combination of pedagogical, technological, and communicative approaches, together with attention to ethical issues such as algorithmic bias. The results provide evidence for developing digital learning ecosystems and strategies that strengthen English language proficiency and intercultural competence in blended and online learning environments.
