Statistical Visibility and Identification of the Non-Governmental Organizations in Economic Institutional Sectors

Abstract

In this article, we examine the issue of identifying NGOs in institutional sectors of the economy, given their diverse organizational forms, lack of standardized accounting practices, and their distribution across sectors, which results in a significant proportion of NGOs being statistically “invisible.” This study aims to highlight the challenges related to NGO identification, assess their statistical visibility, and evaluate their contributions to the "third sector." Utilizing methods such as system analysis, comparative-legal analysis, graphical data presentation, and statistical analysis of non-profit organizations' share in Ukraine’s GDP from 2016 to 2023, the findings reveal that many NGOs are categorized under corporate and government sectors, leading to a loss of their unique identity. The analysis shows that the share of non-profit organizations serving households in Ukraine’s GDP ranged from 0.8% to 1.9% during the study period. Furthermore, international approaches to satellite accounts for NGOs suggest a promising avenue for enhancing the transparency and completeness of statistical data. Ultimately, the study concludes that the actual scale of the third sector's activities significantly surpasses recorded statistics, underscoring the necessity of adopting a satellite account methodology to accurately assess the economic and social contributions of NGOs.

У цій статті ми розглядаємо питання ідентифікації неурядових організацій (НУО) в інституційних секторах економіки, враховуючи їхні різноманітні організаційні форми, відсутність стандартизованих практик бухгалтерського обліку та їх розподіл по секторах, що призводить до того, що значна частина НУО є статистично «невидимою». Це дослідження має на меті висвітлити проблеми, пов’язані з ідентифікацією НУО, оцінити їхню статистичну видимість та оцінити їхній внесок у «третій сектор». Використовуючи такі методи, як системний аналіз, порівняльно-правовий аналіз, графічне представлення даних та статистичний аналіз частки некомерційних організацій у ВВП України з 2016 по 2023 рік, результати показують, що багато НУО класифікуються за корпоративним та державним секторами, що призводить до втрати їхньої унікальної ідентичності. Аналіз показує, що частка некомерційних організацій, що обслуговують домогосподарства, у ВВП України коливалася від 0,8% до 1,9% протягом досліджуваного періоду. Крім того, міжнародні підходи до сателітних рахунків для НУО пропонують перспективний шлях для підвищення прозорості та повноти статистичних даних. Зрештою, дослідження робить висновок, що фактичний масштаб діяльності третього сектору значно перевищує зареєстровану статистику, що підкреслює необхідність застосування методології сателітних рахунків для точної оцінки економічного та соціального внеску неурядових організацій.
