Abstract

Summary. The article provides a scientific conceptualization of the concepts of “social management” and “social administration.” Their essence, functional purpose, and interrelationship are defined. Social management is considered a strategic component of the formulation and organization of social policy implementation, while social administration is viewed as the instrumental and procedural mechanism for its practical implementation. The author substantiates original approaches to understanding these categories and highlights their role in the functioning of the social protection system. The purpose of the study is to provide a scientific conceptualization of the concepts of “social management” and “social administration”, and to clarify their essence, functional purpose, correlation, and interrelationship in the social sphere. The methodological basis of the study comprises general scientific and special research methods. Analysis and synthesis were used to generalize scholarly approaches to understanding social management and social administration; the systems approach was applied to examine them as interconnected components of social policy implementation; the comparative method was employed to identify their common and distinctive features; and the logical-semantic method together with scientific abstraction was used to clarify the conceptual framework and formulate the author’s definitions of the studied concepts. The scientific novelty lies in formulating a comprehensive conceptual approach to understanding social management and social administration as interconnected components of a single mechanism for managing the social sphere. For the first time, the author's definition of these concepts is proposed, revealing their essential characteristics, functional purpose, and interconnection, as well as substantiating their correlation as strategic (social management) and operational (social administration) levels. Conclusions. The study enabled the development of a conceptual approach to understanding social management and social administration, clarified their essence, functional purpose, and interrelationship, and substantiated their interpretation as the strategic and operational levels of managerial influence within the social sphere.
